Just a minor nit. I've never actually come across dd/mm/yy called metric
before. I have heard it referred to as "military" because apparently the US
military use it, and I have heard it called European (that's what Pick calls
it) because it's used in every European country I know of apart from that
Scandinavian one I can't remember that uses ISO.

And I would think "metric" definitely is the wrong name for it, because that
is generally taken to mean "use a scale of 10 for measurement", which dates
certainly don't!

OK, here is the deal.  I created a module C4::Date which should be used by
all
scripts that deal with dates. Right now, it accepts 3 date formats:
     1: us - "mm/dd/yyyy"
     2: metric - "dd/mm/yyyy"
     3: iso - "yyyy-mm-dd"

The modules provides two functions:
     1: display_date_format()  which will return a string like "dd/mm/yyyy"
depending on what dateformat is set to
     2: format_date($date) which accepts a date as a string and will return
it
in the proper format

Now, we need to update all the various scripts to use these functions so
that
dates are in a consistent format throughout Koha.
