That's still the way it is in 1.90 
In the library systems that I've been a member of (New York and Los Angeles) 
one can keep on requesting books, however one cannot renew a book that has a 
hold (request) on it. But I just put a hold (request) on a book that I have 
checked out.
If when I return it,  I'm next on the list I'll get it again.
Also there is a limit on the number of times a book can be renewed. But you are 
free to check it out again and again.  Of course you can just keep it and let 
the late fees accumulate. (The LAPL has now engaged a collection agency to 
collect late fees.)
