This is not a bug with any of the code.  What is happening is that the
'default/images' folder in koha/koha-tmpl/intranet-tmpl/ is not being copied to
its place in the install location under intranet/htdocs/ .  I am not sure if
this is a problem in the installer or in the buildrelease script or a
combination of both.
