Your server doesn't have a timezone that perl can use. See the page 
given by the command "perldoc Date::Manip" and look at the TIMEZONES 
section. Add a line saying "SetEnv TZ +0700" or whatever is correct 
for you, to your apache config.

Maybe you have autoMemberNum set to 1 (koha generates borrower 
numbers) in the parameters screen when you want 0?
