I'm really not the best person to answer these questions but I'll do my best -
and if you take a look at the manual for 1.2 then you should find a fair bit of
information there. Basically the big change in 2.0 is that MARC has been
added - all the other bits of Koha should be about the same.

Do you wish to use fines?
I am not sure that there is a proper setup page for fines, although there is a
fine table, and koha does know about fines.
When you set up a new sort of user, you can say if they get fines or not - but
looking at the administration options I think you might need to set your types
of fines manually.
Fines for HLT are a calculation based on
borrower type x book type x length of time overdue
I'm pretty sure that there isn't a simple way to setup fines, but I'm ccing
this to the developer list in case I'm wrong.

Yes - if the correct variables are entered into the fine table. FOR EXAMPLE
Borrower type = child
Fine value = $1
Interval = 7 days
So they would get charged a fine of $1 for each 7 day period that they have a
book overdue - so after 14 days they would have a fine of $2
OR if you charge a daily rate
Borrower type = child
Fine value = $.10
Interval = 1 days
So after 14 days the fine would be $1.40

I'm not the best person to answer some of these questions - I'm not a technical
person - but they are good questions.
If you join the koha developers mailing list then you get access to the people
who *really* know how it works
