Please please please do not do that. The FDL is not a free software 
licence and is just plain ambiguous in some ways: for example, can you 
supply an FDL'd work on a secure filesystem?

The rest of koha is under the GPL, as far as I can tell. Please use 
the GPL for the koha docs too. The FDL is not compatible with the GPL, 
which will cause totally avoidable problems for deriving parts of one 
from the other or integrating the two.

On a practical note too, it will make koha docs undistributable in 
debian main.
