[Koha-devel] mysql version

It will be fine to have a default instalation, maybe MySQL 4.0 at least. 
The only distro that default  installs something older is Debian, but 
can be easily upgraded. Till MySQL 4.1 becomes widely deployed we should 
keep with MySQL 4.0
