Probably not, although it may be tricky to solve the problem : the 
tables in mySQL are probably in unicode_ci or latin1_ci or iso8859-1_ci.
Things may be better if you change them for something better for ukrainian.
phpMyAdmin can help you see what encodings are supported by mySQL.
