Which could perhaps be considered an audit function. Has consideration been
given to having some audit tables in the DB to capture who did what and when?

This could go a long way towards (a) logging things and (b) transarency and
(c) user tracking, esp. for questions like "who changed the MARC framework
last night without my consent?"
