I think that most bugs are fixed without being reported to any bug
tracking system for Koha.  Fixing bugs without reporting them should be
fine.  However, not having time to fix a bug, even a trivial one, and then
also not taking the time to even minimally report it anywhere is a bad
practise of which I have been especially guilty.

I do not know about those blockers but some bugs which have been reported
as normal but would be major seem to no longer be reporducable.  I hope
there are more which could already be changed to fixed but have not been
reported as fixed yet.
