[Koha-devel] Z39.50 servers and encodings

What are possible values from
libserver:8080/cgi-bin/koha/admin/z3950servers.pl?op=add_form&searchfield=UNIVERSITY%20OF%20YORK
should I add a new one and how do I add a new one?

z3950://libcat0.york.ac.uk:9991/YOR01 appears to be sending me
ISO-8859-1 which C4::Charset::MarcToUTF8Record fails to decode
because it's calling Encode::decode('UTF-8', ...) in there.
What's the Right Way to fix this?
