I would also like to add that before doing any changes to code,
'OverduesBlockCirc' was set to "Ask for confirmation" and the system
was still giving the message "Patron has had overdue items and is
blocked for 10 day(s)." i.e. there was no yes/ no option. ( bug 4405 )
