[Koha-devel] Release Manager stuff

Hello Koha,

I've just pushed my first patches, thanks to chris & brendan for their help.
The first three ones were not pushed in a specific branch, I made a
mistake, that is now fixed, so it should be OK.

I've started a wiki page to explain how the RM pushes patches. That will
be usefull for anyone interested, and usefull for the next RM (i'm not
thinking of resigning, don't worry ;-) )
