my guess is

$ sudo dpkg --set-selections < install_misc/ubuntu.packages

has some errors.  I've offered to supply the documentation, others on this 
dev list have confirmed that it's not exactly up-to-date, so on and so forth...

Please don't accuse me of "cocking up"
