I commented on the bug, as acknowledged by the patch submitter this is
not a fix designed to fix everything.
And it makes things no worse, but better in one case.

So no need to revert in my opinion, but a better fix certainly can be
submitted. However I don't recommend people spend their time trying to
fix pdf label creating.
It would be much better to re work the whole feature into a system
that doesn't use pdf at all.
Since this is just one of the numerous issues we have with encoding
and pdf. (these have been talked about many many many times over the
last few years)
