[Koha-devel] Coding guidelines updated with correct license

Hi,

I've updated the license section on the coding guidelines wiki page with
the correct text to use in source files, now that Koha's license is the GPL
3 or later:

As a general reminder, when creating a new source file, please copy the
license statement from the wiki, not from an existing source file, and
please make sure to set the copyright statement correctly.  To my
knowledge, no Koha developer has ever been in possession of a TARDIS, so
new code that has a copyright year of 2000-2002 is ... unlikely. :)
