Given the desirability of staying up to date, I would be inclined to
nagging opt-in, perhaps -- via a header or something that displays in the
staff interface offering to check for version upgrades periodically.  The
user would have the option to dismiss the nag or subscribe, and could later
change the relevant system preference value.
