Because something would say so -- perhaps a little web service we add to

Opt-in would be required for any automatic, periodic check -- some
jurisdictions have strict laws forbidding software where from phoning home
unbeknownst to the user.  Just having a "check for updates" button perhaps
wouldn't need a separate opt-in step, but would have to make it clear that
it was getting information from a remote server.
