[Koha-devel] RFC: Top most-circulated items

Hi, several librarians have expressed that the Top Most-Circulated items
report only counts items that have been checkd-in already. I confirmed this
as the code clearly queries old_issues only.

My question would be: is this a bug? I belive so, but wanted to collect
your thoghts on this before filling a bug and working on a patch for it.
