[Koha-devel] GBSD 23-07: UTF-8 code cleanup

Hi, last general meeting we set Wednesday 23rd, July as our next Global Bug
Squashing Day.

This time, GBSD targets a specific problem: UTF-8 handling problems in
Koha, for which a bug has been filled (bug 11944 [1]) and Jonathan Druart
(Joubu) has been working on.

The idea is to test Jonathan's work, and find bugs (and hopefully fix
them). The key ideas on how data must be handled so no encoding problems
arise can be found on the wiki [2].

Please notice that Jonathan's work is currently on a branch in Biblibre's
git repo [3].

Biblibre has also set sandboxes for testing [4]. Sandboxes 6 and 16 have
been set for this specific bug (MARC21 and UNIMARC respectively).
