My comment added to the bug:

These shouldn't break the package install, but the changes to
koha-conf.xml won't be reflected there, so the bug will probably still
exist. It'd be good to change debian/templates/koha-conf-site.xml.in to
match, and possibly also koha-create (as it looks like some of the parts
for the file come from there.)
