[Koha-devel] Friendly warning about HTTP::OAI version 4.03

Hey MJ:

I haven't filed a bug in the Koha Bugzilla, but myself and another person
have reported the bugs in HTTP:OAI 4.03 on CPAN. 

Also, since HTTP::OAI 4.03 fails its own tests, it probably won't make it
into any packages. Debian Jessie appears to be using 3.27-1, so package
installs of Koha have nothing worry about.

Do folks think this is worth raising on Bugzilla? It's not a bug in Koha,
but it might be good to have a warning somewhere on a Koha website...
