As it happens, Bugzilla 5 has a new feature to tag comments:

Comment tags can be used to control visibility and whether a comment
is automatically expanded or not. And as it happens... out-of-the-box
you can use the 'obsolete' tag to specify that a comment should be
un-expanded by default. Too convenient!
