[Koha-devel] Move the AV code to the Koha namespace

Hi devs,

I have already started to move the authorised values related code to
the Koha namespace, but to continue I'd like to get feedback on the
method to continue.
I have asked you in the last "what's on in koha-devel" email, but did
not get any answer.
