That's what I used to think as well. 

Then I learned about "887 - Non-MARC Information Field"  https://www.loc.gov/marc/bibliographic/bd887.html. 

Not that we'd be showing 887 on the OPAC, but... MARC just has to be difficult.

This is how I would expect it to work. MARC isn't intended to have HTML markup in it.
