I still think the googleopenidconnect script was a mistake and we should've
made it generalizable openidconnect*, so I'm pro splitting things out
overall. 

*I actually do have generalizable openid connect code but don't have the
time to upstream it... and maybe it's worth waiting for an auth overhaul as
Koha is a bit out of control with auth at the moment...

Around line 186 there is auto-register code.

I'm sure auto-registration could be broken out for reuse, and the CAS
equivalent linked to this.

I would love to code this for the community, but sadly I do not know how to
set up a CAS server to properly test.
