[Koha-devel] sample_notices.yml instead of sql

Hi Marcel,

The idea is to remove the different language specific directories.
The difficulty will differ from one language to another, for instance
quite easy for de-DE (see bug 24972) but hard for fr-FR (because of
UNIMARC and a lot of custom stuff).

So yes, so far we still need to maintain them all and keep them in sync.
