This seems to work well. I think the only disadvantage to adding this globally would be that there is an empty scrollbar if the menu doesn't overflow.

On the library groups page in particular, though, I think it might make more sense to convert it to a Select2 menu. That would add scrolling AND searching, which would be especially useful if you have
66 libraries.
