That might be what the _NAMES override is for.. I believe you pass it a list of the Prefs your overriding and it'll then display a message in the sysprefs if the staff client stating their likely override at the virtual host level.

We have used this a fair bit to set up alternative/infividual OPACs for individual libraries, but I have never seen a setting like that fill in or otherwise affect the actual syspref. And how would that work when you have 5 different VirtualHost configs all setting their own OVERRIDE_SYSPREF_LibraryName?

I can confirm that settings like these work for us:

RequestHeader add X-Koha-SetEnv "OVERRIDE_SYSPREF_LibraryName Grundskolan"
RequestHeader add X-Koha-SetEnv "OPAC_SEARCH_LIMIT branch:multibranchlimit-23"
RequestHeader add X-Koha-SetEnv "OPAC_LIMIT_OVERRIDE 1"
