[Koha-docs] 3.12 branch on kohadocs.git?

Right now master branch of the manual is still 3.12. Once I finish the
final tweaks on the 3.12 manual I'll split to a 3.14.  Do you need that to
start translating? Or can you translate master? If you need it I'll try to
do that this week.

I'll update the docs page on the Koha site.
