[Koha-docs] Stable link to latest version of manual

Can I ask how often the translation site is updated? How often is the HTML
and PDF generated?  Right now manual.koha-community.org is updated nightly
with the new English version of HTML but I like the pretty version on the
translate site better if it's updated as often.
