[Koha-docs] Template for meeting agenda

This is great Caroline and Martin!

(I didn't even know there there was a meeting template, I have to date just
copied and updated the previous meeting's agenda. I'm always learning
something new!).

I've jumped in an updated the template with the suggested changes.

If it is possible to add the #actions that would be great. As Martin is
super busy, I'm happy to continue manually adding open actions.

For the script, I assume this is something Martin needs to run and that it:
1) Adds the draft agenda for the next meeting
2) Updates the Koha Community calendar

Does this also update the Next IRC meetings page and update the current
agenda with links to the minutes and next meeting?
