[koha-es] Tax rate, no puedo cambiar el por defecto

Estimados:

Cuando nuestros funcionarios hacen compras deben seleccionar tasa de
impuesto 0% pero a veces e equivocan l hacer clic y queda 19%, seguí las
instrucciones, pero siempre me parece como primera opción 19%, ¿alguna
forma de solucionarlo?
