[Koha-oz] Koha Security Release

The Koha development team has announced security releases for each of 
the currently maintained versions of Koha.  The following releases have 
been announced:
Koha 16.11.03
Koha 16.05.09
Koha 3.22.16

These releases include important fixes for security vulnerabilities.  
It's strongly recommended that users upgrade.

Versions of Koha below 3.22 are no longer officially maintained and 
users are advised to upgrade as soon as possible.
