I agree with you from a sysadmin or a webadmin perspective. A DBA would 
also say that MySql is not properly installed and configured. Obviously, 
there is a difference between a test and a production server.

INSTALL.debian document is a great help: it lowers the barrier to get a 
Koha-Debian box up and running. Following the instructions, and without 
a great deal of Linux knwoledges, you get something. Without my 
modification, you can't reach Koha web installer without modifying 
Apache configuration files.

which couldn't be bad.

What alternative suggestion would you do?
