Certainly. In this case, can't we assume they know what they are are 
doing? and so, as you said, they will choose to skip some steps 
including the one offending. In any case, 'a2ensite default' is not out 
of reach for them. I've rarely seen 'default' site config enabled on a 
production site. 'apache2.conf' file is used for global parameters that 
are subject to change with Apache upgrade.

You're perfectly correct. Let me explain. In INSTALL.debian there is no 
information about networking configuration. So if you follow the 
instructions, you finish having a linux box without GUI which must be 
accessed from another computer. In this case, the name resolution will 
be the issue. You won't be able to ping the Debian server with its name: 
the one you choose during Debian installation and which is in ServerName 
or ServerAlias Apache directive.

With my solution, whatever how you've discovered how to contact Koha 
host (ip address for example), this is Koha that replies not the Apache 
default site. I tried to put myself in average Joe shoes. In my shoes, I 
can cope with DHCP server or static configuration and declare the Koha 
server in a DNS, or in a /etc/hosts file.

This is a workaround. I have to confess. I may be wrong. You contributed 
a lot to identify and specify the problem. Thanks. Next time I will 
discuss before raw patching.

Would you add a note in INSTALL.debian about this 'network 
configuration' issue? You're the one whose first language is English 
(the original).
