[Koha-patches] Patches for packaging

Ive put up my patches to create the files needed for debian packaging.
Its not finished yet, but it will create a package that does a standard install.

Now we have branched if the Release Manager wants, these can be pulled
back into the master, and ill continue work on the packaging

Im sending the url instead of the patches, as one of them has a long
line and git send-email wasn't happy with it.
