[Koha-patches] [PATCH] Integrated version of the Koha Offline Circulation file uploader. It needs some testing and cleanup, but it works.

This set of 9 patches implements the features necessary to talk to the
offline circulation tool that Kyle developed. It uses the .koc files
that are described on the wiki and in the RFC that Kyle sent out.
There's also a SQLite database that's created for the offline tool to
optionally use. I improved that part a bit since I sent these 9
patches yesterday.

Please let me know if I need to do anything special in addition to the
RFC that Kyle already sent out to start getting features like this
into 3.1
