Until now, javascript was required for staff interface. Without it, a 
lot of things won't work properly (serials won't work at all for 
example). Acquisition will work poorly, same for cataloguing... In fact, 
I think only circ could work with JS off.
So, I'm not sure it's needed to fix that in 3.2
