[Koha-patches] [PATCH] Extend SearchMyLibraryFirst to Staff Item Label Manager

I agree, SearchMyLibraryFirst is the wrong sys pref to use as it is
described.  So what to do here?  Do I change the description of the sys
pref, switch to using IndependantBranches, or make a new sys pref to
cover this feature?  I'm in favor of changing the description of the sys
pref, obviously because this would mean less work for me ;) .  Using
IndependantBranches is a good fit too.

My opinion is that SearchMyLibraryFirst is practically essential when
IndependantBranches is turned on.  Otherwise patrons logged into the
OPAC would by default be searching the whole catalog rather than just
their library.  So either of these two makes a good match for this
feature.  My point in extending SearchMyLibraryFirst to the staff
interface is to help the librarians in the same manner, so they search
just their library by default.

The question really is what behavior do we want when IndependantBranches
is off and SearchMyLibraryFirst is on.  Do we want the librarians
defaulting to just their library like the patrons do, or should they see
the whole catalog?  I think I'd prefer to have as a default the same
search results that the patrons have, but I'm not a librarian.
