Not as far as the rules of Koha operations go, if that's what you mean.

What we end up doing is creating a single "dummy" item to attach to
on-order titles, one with no barcode. That enables our patrons to
place holds.

If you let patrons place holds on titles with no items, how do you
prevent them from mistakenly placing holds on titles which will never
have items, like electronic resources? I suppose a restricted item
type would do it.
