I've pushed this patch, but I found an issue when I tested that I
would appreciate it if you could fix.  Specifically, the default
leader for authority records created by this routine looks like this:

<leader>00361    a2200133   4500</leader>

Notice that the Leader/05-06 is not 'nz'.
