On second thought, no, because as you point out the UNIMARC 100 gets
created in AddAuthority().  However, it would be nice to clean up how
new authority records get initialized so that all of the basics of
setting the UTF-8 flag and constructing the rest of the UNIMARC 100 is
done in one place.
