Er, this would make it rather *less* useful for users of the default
MARC21 frameworks, which map biblio.copyrightdate but not
biblioitems.publicationyear.  Decisions made for the French UNIMARC
frameworks are not necessarily correct for all users, and vice versa.

To avoid futzing around with the respective default frameworks, I
suggest rewriting this patch so that it checks publication year first,
then defaults to copyright date if no publication year is set.
