[Koha-patches] Fix for Bug 2989, Layout changes can displace Cart popup

Customizing the OPAC layout via system prefs and CSS changes can causes the
Cart popup to be displaced, pushed away from the Cart button. An upgrade to the
jquery dimensions plugin and a tweak to the Cart js help correct the issue.
