The bug manifested not upon page load, but when switching from one of
the other search tabs on the page. So, to reproduce:

1. Load the System Preferences page.
2. Switch to the "Check Out" tab.
3. Switch back to the "Search System Preferences" tab.

Previously the sys pref search form would not be given focus, which is
contrary to the convention in all other cases.
