I apologize if I wasn't clear - I meant that constructs like

<span id="<!-- TMPL_VAR="bibnum" -->_bib">

should be avoided because XHTML element IDs shouldn't start with a
digit.  [ <span id="bib_<!-- TMPL_VAR="bibnum" -->"> ] is OK.
