I won't be pushing this - I think this is too brittle a way of
implementing the ability to add a replacement service fee, which is
more an attribute of the library's circulation policies than of any
individual item record.  If a library were to change the service fee,
they would be forced to update the item records instead of just
changing a setting.  Also, the naming of the plugins is not
particularly friendly to UNIMARC users.  If this belongs anywhere,
it's as a contrib.
