[Koha-patches] Patches for Debian packaging

I have re-written the Debian packaging. While doing this, I noticed that
there were a number of files with executable permissions that were not
scripts.

Attached are two patches. The first one removes the executable
permissions, the second one replaces the old (non-functional) Debian
packaging with something that works at least to a large degree (there's
going to be bugs in it, but it creates a package that at least gets Koha
up and running).

I am not sending this the normal way because the old Debian packaging
had some very long lines, more than 998 characters, and "git send-email"
complains and refuses to send them.
