[Koha-patches] Bug 3482 pull request (updated)

Bug 3482 has to do with tools to allow a library to more-easily print formatted notices for users who do not receive emailed notices. 

The current work, located on branch Bug3482 of PTFS’s public repository at git://github.com/ptfs/Koha-PTFS.git, addresses hold and overdue notices.

This code has been updated to HEAD, as of this morning.
